For the implementation of the principles, goals and objectives of the Russian-Arab Cooperation Forum for 2013-2015
The Ministry of Foreign Affairs of the Russian Federation and the Secretariat General of the League of Arab States, hereinafter referred to as the Parties,
Seeking to develop their relations in conformity with the Memorandum on the Establishment of the Russian-Arab Cooperation Forum signed between the Russian Federation and the League of Arab States on December 21, 2009;
Taking into account the Memorandum of Understanding between the Ministry of Foreign Affairs of the Russian Federation and the Secretariat General of the League of Arab States signed in September 23, 2003;
Have adopted this Action Plan for 2013-2015.
I. POLITICAL COOPERATION
The Parties will regularly exchange opinions on relevant regional and international issues of common interest with the view of:
∙ Establishing a just and democratic world order with the leading role of the universal legal regulations;
∙ Supporting the establishment of international peace and security;
∙ Achieving a permanent, just, comprehensive and peaceful settlement in the Middle East, based on the relevant United Nations resolutions and the principles adopted by the Madrid Peace Conference, and the Road Map, the Arab Peace initiative;
∙ Coordination of activities in the field of disarmament and non-proliferation including the establishment in the Middle East of a zone free of nuclear weapons and other weapons of mass destruction and their delivery systems as well as improvement of international cooperation in the sphere of peaceful nuclear energy;
∙ Developing further of the dialogue among civilizations, including the one based on the goals and values of the Alliance of Civilizations;
∙ Counteraction against global threats and challenges, including threat of terrorism, drug trafficking, corruption, piracy etc.
The Parties will coordinate their approaches and practical steps in the framework of the UN and its specialized agencies as well as other international organizations. The meetings of the Minister of Foreign Affairs of the Russian Federation and the League of Arab States Secretary General will be held annually on the sidelines of the UN General Assembly. Foreign policy consultations in the framework of the Joint Senior Officials Committee will be held regularly, at least once every six months.
For this purposes seminars, conferences and other forums with participation of representatives from government institutions, academic and civil society institutions will be held.
The Russian Party’s initiative to organize research-to-practice conference on relations between Russia and the Arab world and relevant aspects of the situation in the Middle East will be considered.
II. ECONOMIC COOPERATION
The Parties will aim to further strengthen mutually beneficial cooperation in the fields of trade, economy, science and technology, finance and investment, inter alia.
Therefore the Parties will encourage regular sessions of Intergovernmental Commissions between the Russian Federation and those member-states of the League of Arab States that have signed respective intergovernmental agreements.
The Parties will coordinate organization on regular basis of trade and industrial exhibitions, business forums, seminars, workshops and other activities in the Russian Federation and member-states of the League of Arab States using the potential of the General Union of the Chambers of Commerce, Industry and Agriculture in the Arab Countries, and the Russian-Arab Business Council. In particular, the following arrangements are planned:
Seminar on preconditions for development of oil, gas and electricity spheres, production of relevant equipment and services in Arab states with the participation of representatives of related institutions, organizations, companies and investors (second half of 2014);
Presentation on the opportunities for applying Russian nuclear energy technologies, as well as professional staff training;
Seminar in Moscow on urgent issues of the environmental protection;
The Parties will assist relevant institutions and organizations to hold the 11th Joint Russian-Arab session of the Russian-Arab Business Council and 3rd International exposition “Arabia-EXPO 2013” (St.-Petersburg, May, 30 – June, 1, 2013);
The Parties will assist relevant institutions and organizations to hold the 12th Joint Russian-Arab session of the Russian-Arab Business Council in 2015 in one the Arab states which is to be decided during the session of the Russian-Arab Business Council in St.-Petersburg.
The Parties will also consider the opportunities for holding other joint events for the purposes of promotion of cooperation in the fields of trade, finance, investments, and capacity building.
III. CULTURAL, SOCIAL, EDUCATIONAL AND SCIENTIFIC SPHERES
The Parties will facilitate cultural cooperation, including planning days and seasons of national culture, organizing art festivals, book fairs and exhibitions on a rotational basis, and will encourage exchange of specialists in different cultural and artistic spheres (theatre, music, cinematography, museum and librarianship).
The Parties will look forward to contribute for development of ties and cooperation between universities and other higher education institutes, including by means of organizing regular meetings between their directors in the Russian Federation and the Arab States on rotational basis.
The Parties will encourage participation of their representatives in international scientific and cultural meetings in Russia and Arab countries.
The parties will encourage teaching of Russian and Arabic languages as the foreign languages in educational curriculum, as well as translating publications of authors from Russian to the Arabic and vise-versa.
The Parties will work together on preserving of the Arab and Russian cultural and historical heritage, and promote cooperation in the field of restoration, maintenance and preservation of material objects of this heritage.
The Parties will create a Programme to encourage contacts between the youth and students, including for the purposes of participation of their representatives on the mutual basis in youth festivals and other international events in the Russian Federation and in the LAS members States.
The Parties will consider signing bilateral agreements between the Russian Federation and members of the League of Arab States on scholarships for the citizens of these countries for studying in Russian higher education institutions on a grant basis.
The Parties will contribute to the activities of friendship societies and other non-governmental and civil society organizations in order to strengthen mutual understanding and ties between the peoples of Russia and the Arab States.
The Parties will encourage tourist exchange and therefore facilitate mutual participation of tourist and other related organizations in international tourist exhibitions and other relevant events supported by the national tourist administrations.
The parties will encourage direct cooperation between Mass media in the Russian Federation and the Arab States. Terms and conditions of such cooperation will be determined by mutual agreements between concerned organizations.
V. GENERAL PROVISIONS
This Action Plan will not prevent the planning and organization of other economic, cultural, scientific, parliamentary, information or sport events or exchanges subject to a preliminary agreement between the Parties.
Financial and other aspects of visits, exchanges and events to be held within the period of implementation of this Action Plan will be determined by special agreements between the interested participants of the Parties.
The control on the process of implementation of this Action Plan is delegated to the Senior Officials Joint Committee, which presents reports on the Plan’s execution, in addition to drafting political statements, for the regular Ministerial sessions of the Forum.
This Action Plan will be valid from the date of its signing until December 31, 2015.
The amendments of this Action Plan can be applied by mutual consent.
After the expiration of this Action Plan, its provisions will apply to any events, exchanges, agreements or projects being implemented under this Plan but not yet finalized by the time of its expiration.
This Action Plan is not an international agreement and shall not create any rights or obligations regulated by the international law.
Signed in Moscow on February 20th, 2013 in three copies, in the Russian, Arabic and English languages, all texts being equally authentic. In case of any divergence of interpretation the English text shall prevail.
